During the period of Stolypin's agrarian reform, he served as assistant manager of the Zemstvo Department of the Ministry of Internal Affairs, and was also a member of the Council of Ministers of Internal Affairs under P.A. Stolypin. The house was built in 1911-1912 in the Art Nouveau style. The house was originally five storeys high, the sixth and seventh floors were added later, as can be seen from the facade of the building. The house was rebuilt in 1980-90. Before the overhaul, the house was a typical "well", had the shape of a number 8 placed on its side. The eastern wall of the building was demolished during the overhaul, as the foundation sank under it and there were through cracks throughout the wall. The facade from Tverskaya Street has been preserved from the apartment building.
