The building, which is up to twenty-nine meters high, was built in 1905-1906 and until 1919 operated as a trading house for a Belgian-Dutch trading company for ready-made women's and men's dresses with signs in Russian and French. The building had a massive metal frame, with huge rectangular windows and narrow panes. The fifth floor had double windows and an attic floor with horseshoe-shaped windows. After the revolution, the building was converted into a sewing factory for the production of men's clothing and named after the revolutionary and Soviet politician Volodarsky. In 2011, the building was renovated, the gilded inscriptions were restored, and the tower with the rod of the god of commerce was restored. Today it is an architectural monument of federal significance.
